After a couple of weeks I inquired why the item had not shipped and he told me I could cancel the transaction which I did. The money was refunded in several different amounts with a final amount of $11.19 remaining. I inquired about this and he told me it was a problem with Visa and to give him a couple of days. I inquired again and he gave me the run around. I waited a couple more days and reported it to eBay. The next day I finally got refunded.
