The TARDIS lands on of Pluto in a distant future in which the planet has six suns and a breathable atmosphere that has given way for an expansive industrial community to rise. But Pluto is under the draconian control of a corporation and its workers lead a pitiful existence, paid a pittance and taxed on everything. The Doctor (Tom Baker) and Leela discover a group of rebels who are waging a war against the company, and join them in a fight to afford the workers a better life.
