Does not work - Old /expired product?

I purchased this product because it was considerably less in price than the pet store. Big Mistake. I think that this product is old and expired because it has done nothing to help my cat. The one that was purchased from the pet store the first time worked within 1 day. It is now over 3 weeks and we are finding fleas - just as if she was not wearing a collar at all. Our cat is still battling fleas...and it is not even "flea season". So now I will purchase from the pet store so I know it is a quality piece and not old.
