Under inflated.
Its a substantial item with a good feel. A good fit to valves on my motorbike. Inflates and deflates efficiently. However despite spec saying it reads to +/- 2psi it consistently reads 10psi over ie to get a true 40 psi your need the indicator reading 50psi.

clear views all round
Excellent quality wipers at a bargain price. they are a perfect fit, no fitting kit to sort, pull old wiper off insert the new one, a 10 second job, brilliant. Cleaning action is literally brilliant.
