Poor electronic design

The current setting does not go to zero, despite the specification, min is between 30 and 45mA, which is too much for an LED! Bringing up a current load from zero voltage results in a step on the current meter, from 0.000 to 0.016 in one go, it never goes lower than this while actually delivering more current.
At no load, the voltage flickers by around 10 counts making it very hard to set accurately.
Calibration is out and more worryingly non-linear.
It is low cost so could qualify as fair value but only if the user works around the limitations.
