  The Item is new with tags. Great Quality/Secure Shipping. Seller put 2 stamps on a cushion type envelope - not like the paper (brown-flat) kind. When this happens, the Post Office can attempt to go ahead and deliver by sending a "NOTICE" first... "come pick up an Envelope and " $5.29 is due". The postal rates are high-for sure. I don't think that's the way to do business. When you pay for an item online - items arrive hassel free. Buyer may not want to travel to the PostOffice&PayPostageDUE
