Only Robin Wright Could Make This Work
The Congress is billed as an exposé of how Hollywood sells out the actors who make it work. Even if that's part of the story, the real story is that Hollywood perfectly reflects the shape-shifting of its viewers. With the assistance of technology, in a world of the near future people see only the cartoons of the selves they want to be, in mockery of the violence and degradation all around them.
It's a great effort of suspending disbelief to enter that cartoon world, but Robin Wright makes this happen. Because everything hinges on her performance, viewers will likely love it or despise it, with few in the middle.
