The charger works when it appears to be broken.

The charging light will only turn on red if the inserted battery needs charging. When a fully charged battery is inserted into the charger, the charger's led bulb light will not light up at all. The absence of a lighted LED is misleading, not a malfunction, it just means that the battery is fully charged.
