It appears that the container had been opened, then resealed. The strap was missing and there were trailer profiles stored. So apparently the item was unboxed and attempted to be set up. Have sucessfully done the intial configuring but haven t tested with my trailer. That will be this weekend. Bottom line: Item was not literally brand new, but the price was much lower than new, so as long as it works correctly it is still a reasonably good value.
