Neoprene it's not
I don't know about the years 98-01 or 09-13. Years 02 through 08 on the other hand this cover does not fit properly. Ever so slightly to small.

V dub headlights
Please don’t waste your hard earned $$ on these headlights.
How about a list of pros and cons.
Cons;
-They don’t fit anywhere near the factory ones do
-Retaining clips for lightbulbs are very flimsy
-Adjusting screws for the light beam are there just for show they cannot be adjusted
- they do not match body contours of the vehicle
- overall very poor workmanship
Pros;
Nice clear lens
I’m including some photos of fitment of these lights. The first 3 are the above mentioned product. The other two are the original lights.
The moral of this story is that you get what you pay for.
