Wella Toner T14 Does the job!
My daughter's hair was a nasty, brassy orange after trying to bleach back from chesnutt brown to her natural blonde. We had tried Wella T18 initally, which got rid if the yellowy parts, then used the T14 to tone out the orange. It worked really well, leaving a very slight greyish tinge (ok as fashionable at the moment) and taking her hair to an ash blone all over. We bought 2 packs as I believe it doesnt last too long, however it has been 5 weeks and not yet needed the second pack.
