Warranty replacement

I purchased one in Sept 2016, at first it didn't charge 100%, then it did charge at all. Showed defective. When purchased it had a 3 yr warranty, ( no extra charge). I have emailed ipowerbest 5 times with no response. I just want a replacement, not a refund. Don't know how to get it Jlbcpa
