issues with this vinyl

for some reason I have not been able to get this orange vinyl to stick to anything. All of my other colors stick just fine but the orange will not stick to the most basic flat surface as the other colors do. It was a waste of my money not to mention the stress as I purchased the item for a specific project. I had to take and place each letter with the help of my husband as it took four hands to make it work. I do not think it is the sellers fault that this product did not stick but the manufacturer of the actual project. I use Silhouette vinyl all the time and this is the first time I had this issue.
