The people from the Polar Express
There use on the Engine or the Cars and you could move them around from car to car.
The only problem could be if you have a tunnel or bridge and there standing up then they could fall off the car. You could put them on the front of the Engine but only two. There arms and legs and head move. Also you could sit them on the roof on the little pegs.
Every one enjoys seeing them on the cars.

How to move Cows
Adhesive washers are used on cattle car runway to control movement off cattle also on corral platform from 1950s and up.
The ware is good, but sometimes they might need a little glue to hold them in place.
It's a good product to use.
