Looks good from a distance!
No assembly instructions included but figured it out okay. Item made of very thin metal - security of pole/base fitting is weak - and poor paint finish - pitted and brown stains suggest painted over rust! Also the 'chrome'-finish base bezel had chrome flaking off. Base is actually cement (for ballast) covered by very thin plastic, which was actually scratched by other components in the box. Since it does the job and is not really on display and was a good price I'm not bothered but, despite poor quality finish, it does look good from a distance!

Novel hook rack for craft room or kitchen
Quality really only OK because the insides of the handles were left rough and not polished to match the front surfaces. If it had been finished well it would be excellent. However, it serves it's purpose well.
