Panel cart design
The only thing I can recommend in the way of a design improvement is that I think it would be much more controllable if the fixed, non-swiveling casters, had locking brakes. It tends to wander on non-level ground. Also, if quick release pins were used instead of nuts and bolts, assembly and disassembly would be quicker and easier.
