Its a carbon filter
I just cut them into discs with scissors for the lid of our Kitchen vegetable waste pot.

Lightweight fabric
I can't call this "Heavy Duty". It is very thin fabric, not even as robust as a shower curtain. And there are lots of strands of loose thread hanging from it.
