The jury is out.
As far as its being an effective battery charger, I can't give this a good rating as yet. The first time I used it, I wasn't able to get sufficient charge to start the car. The light on the device indicated that the battery was stone, cold dead, so I used the booster to turn it green and give it the extra oomph the 1500 should have. A slight turn over, but nothing beyond that. I gave up and used battery cables, which started the car immediately.
I did successfully charge two cell phones using it and know that it can power speakers and other things when I'm camping, so I have a use for it. The questions are does it work or did i do something wrong? If it doesn't work, except in favorable conditions, or doesn't work at all, should I keep it for my other purposes. At any rate, I must return it soon or I will have to keep it.
