  after i made the payment i noticed that i was charged import fees in a value more than the value of the product. (including shipping) . i messaged him in order but he ignored me and shipped the item. when i received the item i told me him that i want to return and he said he doesn't accept returns. although he should have cancelled the order in the first place

  I do not know what you did when you placed your order, but I have been selling jerseys on eBay for years and no one has ever paid any of those charges. Do you live in the US? I am in Alabama. I did not charge you those fees, I am sorry that happened but you need to contact eBay about those charges. The packing sheet said you live in Kentucky, USA one state away from me.
