Quiter than some but certainly not very quiet or silent. It can be heard in a quiet room but you do eventually tune it out. If TV on you do not notice

Although it does fit into my 40 l vac capacity will only be about the 16l. Probably my fault for misunderstanding. Looks well made though

Good looking wheels free running
Using 3 of these to fit to a scrollsaw stand. They seem stable. Not sure I would describe as rubber, looks like a hard plastic to me. As I will not be moving things over rough surface so I think the should work well
