I agreed to allow him to send me the missing strap and I would attach it myself areas of me returning the item. The seller did not prepay customs and it resulted in an additional customs fee to me. So in the end I should have simply returned the item for a refund. The shipping for the order and the strap were delayed and it would take several emails to get a reply.
