  The flag was not described as shown. I wanted a pole banner flag and was sent a small garden flag. I contacted the seller and he offered a $4 refund. I asked if he could send me the correct flag and I would return the small flag. I have not heard from him. I feel this is false advertising. I want a refund even though he says no refunds.I received two emails one on 2/3/24 saying it is $13.05 and the other on 2/4for $1396.Please advise. Thank you
