  The item sent did not match the photo use to advertise it. There was no retaining strap underneath the carrying handle which would have kept the loop straps around the cylinder in place. Without the retaining strap the upper loop kept slipping off of the top end of the cylinder. Seller offered a partial refund which was pointless because the item delivered was useless. Returned it for a full refund. Misleading advertising. And yes, the seller is still using the same photos.
