  Not NEW, as per Ebay definition of what new means. Briggs/Straton cellophane packing was carefully slit with a razor, then torn open. That tells me that it was removed from the packaging; probably a return. I notified seller with a pict, but never got a response. It did look unused and did not smell of gasoline. Pump works like new and resolved my issue. Seller, please READ the Ebay definition of what a NEW Item actually entails and respond to your Customers!!!
