I would definetly recommed this card - but I'm a little suspicious.
Overall this is a really good video card. I have only 2 complaints, and it they're not about the card. 1a) I'm very suspicious that these cards were actually refurbished by the manufacturer. Mine came with some dust, which is not a problem, but I would not think the manufacturer would actually refurbish them without cleaning out the dust. 1b) As of this writing the seller has sold over 500 of them. Who uses 500+ DEMO cards for only 2-3 months?? My thinking is that they were part of a mining farm, and retired later. 2) The only other negative is that it's impossible to find any documentation on the card. The PowerColor web site has nothing. That's both disappointing and worrisome. I'm not sure why there isn't more than a useless installation manual that's written for someone who's never actually installed a video card.
Anyway, that aside, I have done some work to wring out as much performance as I can from the card. It has a dual-BIOS switch, which is very useful because it can prevent you from totally bricking the card if a test-install goes bad. There are many good BIOSs on the Internet to download. I've installed an RX 64 BIOS so that I can raise the power limit for the board. I may also try a water-cooled BIOS, but I don't want to run at the higher temperature limits that BIOS allows anyway.
Lowering the GPU operating temperature is the other modification that I've done. I wanted to install a Morpheus Vega air cooler. However, the PCB for this card is unlike anything else I've seen. It's VERY SMALL (see picture). Because it's so small, the aftermarket cooler wouldn't fit without both substantial sheet metal modifications to my case (which I would have done). But also because of component crowding on such a small PCB, there was no room to add heatsinks to the VRM components. I would have had to run the board without any additional cooling for them.
So what I did was to leave the original GPU heatsink with it's 4 heat pipes in place. I did replace the thermal paste and some of the thermal pads which looked a bit cooked. (This is another reason I think these cards might have had more than 2 to 3 months of demo use!) I removed the three 85mm fans and the plastic shroud, and I replaced them with two 120mm Noctua 3000 RPM, high static-pressure fans. This has worked out great! In my initial MSI Kombuster testing the GPU temperature, at 100% load with a 140% Power Limit, ran 21 degrees cooler - down from 71 degrees C with the original fans to 50 degrees C with the new larger fans. This gives me plenty of head-room to play with the voltage and frequency values for the card.
It might be possible to run an AIO water cooler, but the board is VERY tight as I mentioned, and I haven't seen an open-loop water block for this board as of yet.
So even with my suspicions, I would definitely recommend this card! The price is great! It performs well - and even better with some modifications. It ships very fast, and I think there would be many more bad reviews, and way less than 99.5% positive feedback if the cards were near the end of their useful life. Definitely worth the risk of buying a used card!!
