Size and/or design of spring latch doesn't allow the hook to fit over a scale shackle and close as intended.
It seems manufacturers of scale hooks and shackles don't communicate with each other. I have yet to find a scale hook with a spring latch that can securely hook onto a scale shackle and have the latch close without some filing of either the hook or the shackle.
