It's a cutter.
This worked well for removing the grass from around the sprinkles. I would like to see it made of steel rather than plastic. Also a way to attach a long handle so you don't have to bend down to us this tool.

Perfect for what I wanted to do
I originally bought one with the handle but it cut a huge hole…I was looking for something to cut just slightly larger then sprinkler head and this fits the bill perfectly

Use with a manual tool to rotate it. My first one I used a impact tool and it broke.
