It's made of tough reinforced nylon with brass threaded insert molded in to accept the machine screw that cinches it down to the handlebar. You do not need to remove the bar to install it, it stretches over easily. Thin material well designed to be very lightweight yet strong.
I have one of these on my MTB and one on my road bike. Design of each is a little different but both work equally well.
I've read customer reviews where the two common complaints are that you need a Torx T-25 wrench to install it and that you can break it if you overtighten it.
Well OK, if you're going to work on your bike, you need basic bike tools, like a T-25 wrench. If you don't have one, go to the hardware store and get one. Most bike-specific multi-tools have one. As for overtightening it, sure, it's made of reinforced nylon, if you overtighten it it'll break. You can absolutely get it more than tight enough to keep it on and in place. I have mine tight enough to stay in place, but I can rotate it slightly with some effort if the angle of the sun changes to cut down on glare coming off the Garmin screen.
