I had to wait a month before eBay would refund my money. I can only surmise if this guy doesn't get the amount he thinks he should get from an auction (e.g. I was the only bidder so I won it for the minimum), he just doesn't ship the item. I should have noticed the LOW 50% Rating and never even bid. I honestly don't know why eBay doesn't ban people like this.
