However, I’m going to mention that this event is meant to be done when you first get to Castelia City, not at the end of the game, as everything, including Victini is level between levels 15-20. Victini was easily caught using a Quick Ball and my Milotic and Lucario destroyed the plasma grunts, mostly because they were both over lvl 50.
