I'm missing the shipping agreement between the seller/eBay and USPS - so i am herein requesting information, on how to deal with USPS, pursuant to the return of the parcel, at the moment of the delivery. Please advise.

He communicates well but has no rush in getting the item out to the buyer, took almost a week to ship out a lighter. I had other items purchased days after this from other sellers further from me and got those sooner than this item. Packaging was not the best, no protection whatsoever. Item was put in a taped cut out cardboard with no protection.
