Could have Been.
The Italian Reggiane fighter could have been a great fighter except for the availability of good production practices and worthwhile engines. If the plane had been born in the USA, England, or Germany it would have become a top fighter. However, though the design was excellent, it lacked the production and an engine that was worthy to supply it's power. Much like it home grown rival, the Macchi Castoldi these two planes, once supplied with a proper engine, of equal power to their foes, were the equal, or better than many of them. The handling characteristics were better than most of their opponents and their pilots just as good, but the plane did not have the advantages of a proper support and development framework of their foes.
