Se "Contro gli eretici" era dedicato all'operato della Chiesa medievale nel periodo pre-Inquisizione, il presente libro approfondisce la fase in cui, a partire dagli anni Trenta del Duecento, la lotta all'eresia cominciò a essere istituzionalizzata con la comparsa dei primi "inquisitori dell'eretica pravità delegati dalla sede apostolica". L'autore mostra come ciò avvenga nel quadro di un progetto, che era anche politico, inteso al controllo della cristianità intera da parte della Chiesa di Roma, poi studia come l'ufficio inquisitoriale venga affidato in primo luogo ai frati Predicatori, e in seguito anche ai frati Minori, e illustra intenti e tecniche dell'azione repressiva inquisitoriale. Infine, in una stringente riflessione intitolata "Come è potuto accadere?", commenta il documento teologico pubblicato nel 2000 sulle colpe della Chiesa "Memoria e riconciliazione".
