Seller was very responsive and offered to send replacement product immediately. Turned out the issue was with the way I had set this monitor up (note: this particular monitor can only deliver 7.5w power through USB-C so it's a bit rich of HP to describe it as a 'hub' or 'docking' monitor) Nonetheless, this is no fault of this seller. I was impressed by their helpful and quick customer service.
