Not much effect on water, some on glass.
Positive: low cost, lightweigh, offers some glare reduction on windows or plastic. Cons: no noticeable glare reduction off of water at any angle. Note: You must rotate the filter to find the best angle for reducing glare. Overall probably not really worth buying for the price holding a pair of polarized sunglasses in front of camera gives better results.
