I also contacted eBay about the situation and provided photos and eBay agreed to pay for the shipping back, which it’s a little weird that I had to make that argument, but whatever. The piece was not good, but the seller did right.

The customer said the box was delivered with a small tear but there were no damages to the parts. We apologize and informed him to let us know if there were any issues. He later said the item was missing parts. We requested images of the parts received so we can requested replacements, but he refused? He then said its missing bolts and then demanded a 65% refund.. We could not honor that, so we asked him to return it for a full refund + shipping.
