It's FIFA so it's arcade. Still, the best one alongside RTTWC 98 and WC 98
The FIFA series was never the standard-setter for football games. Konami and even Sega shared that. FIFA Soccer (94) established a fun game that remained unchanged through the duration of the 16bit era. When it came to 3D, EA was lackluster in its early releases from FIFA 96 to other sports titles. But things began changing with the '98 titles. FIFA '98 Road to the World Cup was a new benchmark for EA. FIFA 99 carries on from FIFA 98 and World Cup 98, with improved visuals and tighter gameplay. Of course, the great soundtrack is there. It is still an unrealistic representation of the sport but now it makes more sense. Quality of gameplay-wise, I am not sure if this takes the mantle from FIFA 98 RTTWC as in 98, you had some more error with passes and shots, especially nice to see some ... FIFA 99 moves more towards the arcade style of speed and scoring, which would just be awful from FIFA 2000 onwards. Anyway, this game sees more licensed leagues and players. Ronaldo is the highlight of the CD case but in the game is referred to #9. Like the other FIFAs, ratings are all over the board and especially bad on four aspects: 1- Offensive players are consistently better at tackling or defensive actions than defenders (thus part of the overboard FIFA pace and scoring). 2- Non-famous players, especially away from the famous European leagues or clubs are often grossly underrated. 3- You have a limited number of points to play for player ratings so you can't ever overcome grossly underrated players, and accurately downplaying others is too time consuming. 4- Player colors and faces being completely wrong, no height or preferred foot attribute. With these negatives addressed, it seems FIFA just is not good. That's not the case. It's an offering for the quick on-the-go, arcade play for friends to have fun in the same house. For a better game on the PS1, you need to go for the Konami games although outside of MLS Game Night, the ISS titles are laughably overpriced these days. If you are looking for a football game and cannot get International Superstar Soccer Pro (for clubs), your best bet is then FIFA RTTWC 98 or FIFA 99. If you can find it for cheap, between five to nice bucks for one very good or like new copy, go for it.
