They are fitted with 2 large metal rings presumably to be used to route a locking chain of some sort. However, these rings being made of metal, can inflict irreversible damage to any fine paint on the bicycle they come in contact with. They must be removed prior to fitting the cover on the bicycle and if the large, gaping hole that results is a problem for you, they can be covered up with a black iron-on patch.
