Quality Control?
This particular pack had a dead E string in comparison to the others. I have used this brand before with no problems but I thought it was worth flagging even at this price.

Cheap but not reliable
Out of packaging worked intermittently and when plugged in wouldn't trigger my effects pedals to come on so corners have been cut somewhere....they may work for someone else
