The spring cups and rubber grommets grip the front fork very tightly and do not allow it to move. I removed the spring cups entirely and put some washers under the bracket for the springs to bear on. I also replaced the rubber grommets with some aluminum bushings that allow the front fork to move freely. I’m very happy with the forks now that they are working.

I was back n forth with a few questions and my new buddy Dave eased me through with extremely fast replies, also helped me gather up a modified part that I needed online to complete my setup.
