According to a notice in the June 1934 issue of The Numismatist (p. 416), collectors could still purchase Uncirculated 1932 Cents for "the face value of the coins and an amount sufficient to cover the mail charrges by first-class mail."
I base my review on how badly is the collector is in need for a 1932 Penny. To some they would rate middle of the road. As far as value goes again what the collecter considers good value., and be willing to pay,
